“Kõige olulisem muutus kaitsepolitsei ohupildis viimase aastaga on Venemaa mõjutustegevuse muutumine füüsilisemaks, brutaalsemaks, nimetame seda ka riiklikuks vandalismiks. Venemaa on viimase aasta jooksul hoogustanud Eesti ja mitme teise Euroopa riigi vastu hübriidoperatsioone ehk püüab kasutada kõiki mittesõjalisi vahendeid relvana meie vastu. Venemaa on Eesti vastu kasutanud pidevalt vaenupropagandat, küberründeid, Eesti mälestusmärkide kallal vandaalitsenud, pommiähvarduste kampaaniad, ränderünde katseid, püüdis mõjutada parlamendivalimisi. Märgiline on, et eriteenistuste ülesandel vandaalitseti siseministri (Lauri Läänemetsa) auto kallal.”
