Russian Offensive Campaign Assessment 22. September 2022
(ISW)
âThe Kremlinâs heavy-handed approach to partial mobilization may successfully meet the Kremlinâs internal quota of mobilized personnel but is unlikely to generate effective soldiers and is prompting significant domestic backlash for little gain. Russian authorities are forcibly recruiting Russian citizens to fight in Ukraine on flimsy pretexts, violating the Kremlinâs promise to recruit only those with military experience. Russian authorities are also demonstrably mobilizing personnel (such as protesters) who will enter the war in Ukraine with abysmal morale. The Kremlin's heavy-handed approach to partial mobilization will likely exacerbate domestic resentment of a measure that would have been unpopular even if implemented without the harshness observed in the last 24 hours.â

An Army of Zombies Is Leading Us to Hell

âAfter President Vladimir Putin announced this week that Russia was conscripting some 300,000 reservists and military veterans to reinforce its war effort in Ukraine, international flights out of Russian cities quickly sold out. This latest wave of Russiaâs exodus included Anton Shalaev, a 38-year-old senior manager at an IT company, and 15 colleagues.â

The Kremlin Must Be in Crisis
By Anne Applebaum, The Atlantic
âIn part, the crisis stems from Putinâs fears that he will lose whatever counts as his international support. No ideology holds together the global autocratsâ club, and no sentiment does either. As long as they believed Russia really had the second largest army in the world, as long as Putin seemed destined to stay in power indefinitely, then the leaders of China, Belarus, and Kazakhstan, along with the strongmen running India and Turkey, were happy to tolerate his company.â
â
âBut Putinâs supposedly inevitable military victory is in jeopardy. His army looks weak. Western sanctions make problems not just for him but his trading partners, and their tolerance is receding. ⊠But while losing support abroad is bad, losing support at home is worse, and there are some signs of that too. âŠâ

Ukraineâs Oligarchs Are a Dying Breed
(Carnegie Politika)
âIt was not so long ago that the oligarchs and their relationship with the central government were a key element in Ukrainian politics. Their enormous capital that grew out of the corrupt privatization of Soviet industry on the eve of the 2000s influenced the most diverse aspects of the countryâs political life, from the agenda set by the media to the makeup of parliament. That has all changed, however, with the outbreak of war. With every passing day, the influence of Ukraineâs oligarchs is fading, and their capital alongside it. Without them, Ukraine is becoming a different country.â

Russia: The reality is that this is a full mobilization - they will grab everyone
(The Insider)
âVladimir Putin's decree on «partial mobilization» is so vague that everyone will be grabbed and sent to the front, experts say. The document allows anyone to be drafted. In his speech, Putin announced that only those in the reserves will be drafted, but the decree doesn't mention it. Shoigu says that about 300,000 reservists will be drafted and that students won't be affected, but two days before that, United Russia began preparing them for the front, proposing that they be given academic leave for the time of their military service in Ukraine.â

Putin is admitting his previous threats were hollow by saying âthis is not a bluffâ
(The Guardian)
âFor long-term Russia watchers, the most striking aspect of Putinâs speech was how little his claims about Ukraine and the world had moved on since his last major speech at the launch of his invasion in February. The central myth that the west wants to destroy Russia has now been embellished with the notion that the country has been threatened with western weapons of mass destruction. But otherwise, it was as though the collision with reality Russiaâs military has experienced over the past six months had had no impact at all on Putinâs outlook.â
â
âThe speech was primarily for a domestic audience, one that is preconditioned to accept, or at least tolerate, the looking-glass version of the world that Putin presents. But it also contained the familiar nudge and wink nuclear half-threats, designed to give western leaders the excuse they may be looking for to slacken support for Ukraine. Even here, though, there was an edge of desperation. âItâs not a bluff,â said Putin â a recognition that all his previous threats against the west, nuclear and non-nuclear, have been shown to be hollow as successive Russian âred linesâ have evaporated in the face of western determination.â

Why Does Putin Fear Peace With Ukraine? He Knows Revolution Is Coming
(1945)
âRussian President Vladimir Putin lashed out in a televised speech. He again warned he could use his nuclear arsenal, a very real threat for which responding with boilerplate diplomatic language does not suffice. He announced further mobilizations, presaged annexation of some territory, and said there would be fake referenda in others leading to the same aim. It was bluster meant to cover weakness, but dangerous nonetheless.â
â
âInstead of compromise, Putinâs threats require a supply of both defensive and offensive systems not only to Ukraine, but to Japan and pro-Western countries along the entirety of Russiaâs frontier. Putin should know that while the Ukraine conflict is now limited to Ukraine, he puts Russian territory not only alongside Ukraineâs frontier at risk, but rather Russiaâs entire periphery. There is not a single neighbor of Russia that it has not victimized at some point in history.â
