Rahvusvahelisest õigusest ja väikeriigi välispoliitikast

Kristi Raik, Diplomaatia

“Meil oleks turvalisem elada maailmas, kus rahvusvaheline õigus kehtiks. Kus üks riik ei läheks teisele relvaga kallale, kus riigipiire ei muudetaks jõuga ja kus konfliktid lahendataks läbirääkimiste laua taga iga riigi, ka väikeriigi, suveräänsust austades. Oleks turvalisem, aga kahjuks sellist maailma ei täna eksisteeri. …”

Viimsi tahab Prangli turistide arvu piirata

(ERR)

“Viimsi vallavalitsus saatis regionaal- ja põllumajandusministeeriumile kirja, kus märkis, et aastas külastab valla koosseisu kuuluvat Prangli saart ligi 30 000 turisti ning suur turistide arv põhjustab probleeme. "Turismihooajal täituvad Prangli saare majapidamiste reoveepaagid kiiresti ning reovee äravedu ei ole saart teenindava laeva tõttu rahuldav," märgitakse kirjas.”

Estonia’s curriculum is one of the best. What can it teach us?

(The Times - UK)

“In Estonia children learn robotics from the age of seven and teachers use virtual reality to bring geography, chemistry, history and languages to life. Despite relatively low spending, Estonia is among the top countries in the world in all three areas on which 15-year-olds are assessed: reading, mathematics and science. Its schools also score highly on fairness and its pupils are among the happiest in the OECD.”

“The key to Estonia’s success is a broad and balanced curriculum, with an emphasis on problem-solving, critical thinking, entrepreneurship and digital competence, the qualities that employers want. Pupils are expected to be active participants in their learning rather than passive recipients of facts.

Estonian Foreign Minister: Ukraine Peace Deal Requires European Troops

(Politico Europe | European Conservative)

“European leaders should be ready to send military forces to secure any Russia-Ukraine peace deal brokered by United States President-elect Donald Trump, Estonian Foreign Minister Margus Tsahkna said. While NATO membership for Kyiv would be the best security guarantee, Tsahkna said, troops being deployed to Ukraine to secure an agreement might be the next best thing.”

Around the Baltic Sea

Hybrid warfare on the seabed?

By Thomas Latschan, Deutsche Welle

“It's an inconspicuous cable, thinner than a firehose, but equipped with eight high-performance fiber-optic pairs coated in steel and a waterproof protective layer. The underwater communication cable Cinia C-Lion 1 connects the Finnish capital, Helsinki, with the German port city of Rostock, about 1,200 kilometers away. It serves as a sort of data highway, connecting data centers in northern and central Europe.”

“When it was laid across the Baltic Sea, an underwater plow was used to carve a meter-deep [3 foot] trench in the seabed to ensure that the cable would be very well protected. And yet, despite this, it was broken near Oland, an island just off the coast of Sweden, in the night of Sunday into Monday. Shortly before, another data cable running between Sweden and Lithuania sustained similar damage off the coast of Gotland, another Swedish Island. …”

Russia launches new IRBM at Ukraine

(ABCNews | Forbes | Euronews)

“After warning U.S. officials of its intention to launch, Russia lobbed a mysterious new ballistic missile at the city of Dnipro in eastern Ukraine early Thursday morning, damaging buildings and injuring potentially dozens of people. … A U.S. official confirmed to ABC News that the ballistic missile Russia fired at Dnipro contained MIRVs, or multiple independently targetable reentry vehicles, meaning it had multiple warheads that hit the target. MIRV technology is used in ICBMs to use multiple nuclear warheads atop the missile so they can strike multiple targets. The missile used Thursday did not carry nuclear warheads.”

“Its name, according to Russian President Vladimir Putin, is “Oreshnik.” That’s Russian for ‘hazelnut tree’. … In a national television address, the Russian leader said Moscow was conducting ‘combat tests’ of the new missile system after Ukrainian strikes earlier this week using US and British missiles.”

Can Russia Rebuild Its Military After the Ukraine War?

(National Interest)

“Recent discussion of the future trajectory of the Russian military after the conclusion of Russia’s war against Ukraine has centered on two divergent views. One set of analysts argues that the war in Ukraine will leave the Russian military decimated and lacking in resources. A second set of analysts believes that the war experience will allow Russia to build a military force that is battle-hardened and could be a serious threat to NATO and the United States. The reality, of course, is more nuanced than either of these one-sided perspectives.”

Why many in Ukraine oppose a ‘land for peace’ formula to end the war

(Christian Science Monitor)

“Standing on the shrapnel-pocked steps of Mykolaiv’s Black Sea National University, second-year engineering student Yevhen ponders the seductive appeal of the formula “land for peace” for ending Russia’s war against Ukraine. And then, like many of his fellow Ukrainians, he firmly rejects the idea.”

“It sounds very good if it could end the war, but the truth is that if you give Russia one meter of territory, they will see that as weakness, and they will not stop until they take everything.”

“We already learned the hard way that any deal based on vague security assurances comes with no means to enforce it, and that is the definition of a bad deal,” says Yevhen Hlibovytsky, director of Frontier Institute, a Kyiv think tank. “If Russia is rewarded now for its bad behavior, why should it not return to that bad behavior in the future?”

“As many Ukrainians are wont to do, Mr. Hlibovytsky refers to the 1994 Budapest Memorandum, under which a newly independent Ukraine gave up the world’s third-largest nuclear arsenal in exchange for assurances from world powers, including Russia, that the “inviolability” of its borders would be respected.”

“The Budapest Memorandum “obviously didn’t work,” Mr. Hlibovytsky notes, leading him to foresee dire global consequences if Ukraine is forced into another accord now.”

Trump is well aware that NATO is part of U.S. defense - NATO secretary general

(The Baltic Times)

“… Mark Rutte stressed at a press conference in Latvia on Thursday.”

“Rutte pointed out that he had worked with Trump for four years when he was the prime minister of Netherlands. He believes that Trump will do everything needed to defend the United States. "Look what is happening at the moment. North Korean soldiers are being active in Russia and helping Russia with the war effort against Ukraine. Russia is paying for this, for example, by missile technology which is now being delivered to North Korea. This is a direct threat not only to Europe, but also to Japan, South Korea and the U.S. mainland.”

Moscow is facing ever greater problems filling the ranks of its invasion force

By: Paul Goble, Jamestown Org.

“The Kremlin is turning to ever more repressive and deceptive measures, but these are not working well either. Activists are spreading awareness and even helping soldiers evade service through desertion, flight, or open revolt.”

“Despite polls suggesting the contrary, Russian President Vladimir Putin’s war is unpopular, negatively impacting the Russian army in the field and the public perception of its veterans, whom Putin plans to build a new elite around.”

The evolution of Russia’s war against Ukraine: what open-source data tells us

(Meduza)

“From the outset, Meduza’s analysts have been gathering and examining open-source information from the front lines to deliver accurate reports on a war the Kremlin has tried to censor. … Today, after 153 updates, our maps feature over 15,000 geolocated videos and serve as a detailed chronicle of the territories occupied by Russia and liberated by Ukraine. This wealth of data has allowed us to track the war’s stages and identify significant trends over the course of the conflict. Here’s what we’ve learned.”
